I am directed by the Secretary of State for War to acknowledge the receipt of your letter of the 29th Ultimo and to acquaint you in reply that for the information of the Duke of Newcastle I have no objection, on sanitary grounds, to sanction being given to the Colonial Authorities of Hong Kong to erect a "City Hall" on land facing the Parade ground at that Station, and Lord de Grey would suggest that the site, the west corner of the Parade ground, granted for the same purpose in 1862, which is not now required by the Colonial Authorities,
